STEP 1: Read the following critical readig passage.

Should there be more restrictions on credit card use?“Credit" is a contract between a consumer and the bank, a credit card company, or another lender. Credit cards are different from ATM or debit cards which make withdrawals directly from people’s checking accounts. In today's credit-dependent society, credit card use is viewed as normal. The average household credit debt is about $10,000. It is clear that many people use credit cards irresponsibly. When credit card companies issue credit to consumers, they do so based on their credit score, not the amount of credit a consumer can necessarily afford to pay back based on their income. When consumers run into trouble financially, high interest rates and aggressive late fees make it very difficult for them to pay off their credit card debt. The impact of this is that it hurts the economy.Credit card abuse is when people who do not have the income to support their credit card purchases, excessively and irresponsibly use them to finance what they buy and to pay their bills. Credit cards are widely used in the United States economy amounting to billions of dollars in credit card debt.
